Once more, I strongly urge that the lottery be removed.

Put out a call for participants, outline the objective criteria so that
applicants will know ahead of time whether or not they meet it, and
then see how many apply. At that point, take the cost for the process,
divide by applicants, and inform everyone of the cost.

Publish the actual cost per applicant ahead of time, however, so that
all applicants have an idea of what the cost is likely to be.

Any applicant who doesn't like the fee is free to back out.

Then, as fees are received along with final applications, process them.

Seems pretty simple to me.
