We aren't being paid for our time. However, I will point out that
there are still many expenses. Some things, for instance, just cannot
be done in a reasonable time frame via email. Do you have any idea how
much a twelve party international conference call (remember, half the
IAHC is outside the U.S.) that lasts three hours costs? Thats just a
side expense during the current phase of the process. The ISOC is
picking up the tab for the moment. However, people can't expect ISOC
to pay for such things forever.

There are some unpleasant costs associated with doing things like
vetting companies all over the world.

As for a detailed budget, there isn't a nailed down budget in place
yet. That is one of the reasons for the [estimated] next to the
$20,000 in the document. $20,000 per applicant is based on rough
calculations, and should firm up as those improve.
