  I could go along with this approach.  I think that an estimate
should be posted befor so that you can meet your second point.
demand a deposit of the estimated cost up front, than continue
on with the rest of your points here.  This should work well.

  Same can apply for the lottery.  But I suppose that is what
the $20,000 fee is for.  I would demand a portion of that 
up front and the remainder upon approval and selection.  If
not selected only pre determined filing fees and handeling
would be forfit, the remainder returned with intrest.
