We were hoping that the iahc list would generate the divisions they see
appropriate under the limitations we have so far set forth.  I don't
believe that 7 is holy.  If you come with a scheme that needs only 6 or
needs 8 or 9, and the scheme is a good one, it will become part of the
draft.
