Chris, the IAHC's intentions are listed in the document published on the
19th. The document from the 19th lists the conditions under which new
TLDs and companies to perform registration for them will be allowed to
form. This document will doubtless be modified somewhat as a result of
comment and discussion, but if you want to know what the IAHC's
"intent" is, it is published.
