There is the problem of contracting with these registrars; the issues
of establishing CORE; the logistical details of getting something going
period.  You've been involved in start-ups.  Imagine working with several
entities simultaneously in that state of organization!  20 to 30 sounds
formiddable in that context, to me.

In theory, opening it up sounds good  -  we even stated that as our
goal  -  but starting from a basis that should allow a successful
implementation is important.  Opening it up completely could unwittingly
sabotage the implementation.

If you only select 20-30 registrars, you're going to upset some people.
Most likely, people who have helped make this policy and disagree with
the lottery in the first place. The only way to do this is without a
lottery. There is no need to limit the participants to 20-30.
