What is fairly clear is that the IANA is the ultimate source of the
delegation. What isn't clear is what can be done with the cooperative
agreement before it expires. Were it clear, things would be
different. However, we have made it fairly clear what our ultimate
intent on the subject is regardless of what is practically, legally
and politically possible in the short term.

Your constant harping on this theme really doesn't help the discussion
