If you are referring to the gTLDs, they are supposed to be all shared.
More likely, you were referring to the domain names, say Tourism.xyz
I would very much like to see the IAHC document clearly state that
these cannot be resold (just like tickets cannot be scalped, at least
legally).  

If somebody does not want a domain name anymore, it should revert back
to the general pool.  Anybody who wants it, will have to go through 
the process as if they are applying for it from the scratch. 

This would essentially prevent the hoarding of domain names.
