Between who and whom?

An agreement between the NSF and NSI exists.

That agreement DOES NOT exist between the IANA and the NSF.  Or if it 
does, it certainly hasn't been made public!  If there's some back-room deal
going on here the public deserves (and has a right under US law) to know.

If the IANA revokes the delegation then NSI and the NSF still have a 
cooperative agreement.  It just happens to be for something that neither of
them currently have ownership of.

Again, either the ISOC (ultimately) has authority over this or it does not.
I don't recall any publication or document expressing a legal delegation
(and terms) of these registries to anyone by the IANA.   If this exists, 
then let's see it.

If it doesn't stop pretending that it does.
