In the United States any individual or corporation can lay charges under
the RICO statutes. I refuse to believe your opinions on this matter until
Carl Oppedahl posts PACER extracts to this list indicating that you have
filed such charges.

If there's one thing I've learned from your bluster over the past couple
of years it's that it is incredibly easy to threaten people on mailing
lists and call them liars and criminals without any danger of retribution.
I've even done it myself a few times and I haven't been flamed or received
any threatening legal letters. Maybe the USA isn't really as litigious as
people claim it is! ;-)
