Kent, this is not what I want. To be given a .exp to share would gain
nothing, as nobody would register in it. NSI would continue to profit
from com/net/org, and the new registrars would be forced to work for
the shared protocol before being allowed to compete.

Perhaps if we implement the above suggestion concurrent with each
registry running a single gTLD exclusively while the .exp is being
created, that would work. Once .exp is finished, all existing
exclusive gTLDs go to shared and .exp is retired to the Internet
History Museum. 

This I could support.
