  Well one point here.  You do not NEED ISDN.  28.8 modems will do 
nicely.  So that should negate your instalations problems significantly.
I am willind to donate software.  I am sure I can get you most of 
the hardware donated as well.  I would think that the IACH should or 
better have the technical expertise to do a simple install.  At least
my 9 year old can handle it!  So I would think any of you IAHC members
can handle it, right? :)

  Well I have done bigger projects with less that half that amount.

  This is another Straw mand argument.  Michael, you are not intrested
in cutting costs.  Yo can cust cost without cutting reliability.  Being
done every day by hundreds of companies and gov. orgs all over the
world.
