We want to create an exchange format. The actual data can very well be
stored in DNS or a (r)whois(++) database or any other proprietary
database format. We found out during the years that it was impossible to
enforce any standard database system for the registries (note that most
registries also have different needs and requirements). Therefore, we
will now try an approach of getting the different databases working
together through an exchange format.

This could certainly work.

PS I feel that this tends to go a bit off-topic from the big questions
   that are for discussion on this mail list. However, the matter of
   publishing info, what to publish, at the registry or registrar level
   and that there should be a 'common format' is something that I feel
   that should be addressed by the IAHC final document in more detail
   then it currently is in the draft (but that's where drafts are for ;-)).
