	This raises a point of some personal concern, namely payment for
renewal.  My recollection is that the NSI policy of charging was to apply
ONLY to NEW domains and not to any of those existing prior to the start of
charging.  NSI seems to now be enforcing a policy of charging for (renewal
of) ALL domains.  Did I mis-read the original NSI announcement?
