I'm afraid it is still not reasonable to expect a scaled up operation
instantly, paying or not. If a million customers came to MCS tomorrow
morning, you wouldn't even be able to take their calls. Operations
systems require time to get into place. There is also the issue of
making sure the initial group is small enough to be able to work out
the technical kinks and get the whole thing solidly functioning. There
are startup issues to deal with, and the desire is to be conservative
about how things are handled initially, with the thing liberalizing
with time.

In a year or two, yes, everything will be in place and there will be
no need to restrict things, but thats probably the point at which it
everything opens to all comers anyway.
