application-based gTLDs

I will say that I'm rather puzzled as to the value of this type of TLD.
The idea seems backward to me.  Traditionally the DNS scans from the
specific to the general.
      specific_computer.organization.type_of-organization
(e.g., newdev.harvard.edu).  Having a ".application" as a TLD seems to 
confuse the pattern.  

In addition, since just about every organization has, or will have a web
page (along with many individuals) wouldn't, for example, a ".web" TLD be
basically redundant to the existing hierarchy with little or no value.
specifically what is the functional difference between www.ibm.com and
ibm.com.web? (or ibm.web)  Having ibm.web, ibm.www, ibm.mail, ibm.news as
separate entries seems much less useful than web.ibm.com, www.ibm.com,
mail.ibm.com and news.ibm.com and confuses the namespace far less.

I would specifically suggest that the IAHC not select application-based gTLDs.
