Jeff,

        This connection seems to be a persistent belief on your part
in the face of at least two postings by Dave Crocker (the editor of the
draft) saying that there is no connection.
        To claim that the section you point out means that 60 day wait
is related to the lottery is beyond me (& beyond the understanding of
the person who put the words on the electronic paper)
