Leo,
I agree that what you are perposing here has some marit in
possibility.
In that thought, I have stated several times on this list that the
current Draftis sorely lacking in its inclusiveness of this possibility.
Though I do not agree with a auctioning policy within any final Draft
provision for or against should be included in such a draft. The Dec
19 draft has no such inclusion currently, and hence is lacking greatly.
This is an area that will need to be addressed.
