In the event that the IAHC decides to keep the current proposal, it
will need to select TLDs and suggestions are helpful. In the event
that it does not keep the current proposal, the suggestions cause no
harm. Thus, it is possibly beneficial, and certainly of no harm, to
discuss the implementation this and other portions of the draft now.

If the IAHC waits until the draft is finalized to do all the work
demanded of the draft, there will be unacceptable delays in
implementation. This is counter to the agressive schedule the
community very strongly demanded when the process started. As I
recall, you were one of the voices demanding an agressive schedule.
