But since these points of the draft are not final, doing such work
now has no guarantee of being used. Why not use the time, precious
as you say it is, to increase the solicitation of comments, produce
interim drafts so we can all see any progress, and working along
those lines?

At this point, an interim draft, taking into account all comments
received to date, might move us along on the road to consensus.
