That's correct.

I think I have to be more careful to distinguish between names and the
entities they designate. This is more precise:

Aspiring leaf node (A record and/or MX record set) owners would
propose names. Domains (internal nodes), be they top level, second
level, or otherwise, would be automatically created as needed to
accommodate proposed names of leaf nodes. Domains would be owned by
the corporation ("Internet Names Corp."?) which in turn would be owned
by the leaf node owners.

There would be no registries other than the INC; there would be no
need for other registries.
