You are very unlikely to convince members of the IAHC not to prepare
the work necessary to finish implementation after we've finalized the
document. We don't have an much time, and as I've noted it causes no
harm to have to throw away some of the work if it proves divergent
from the final document. It would, however, cause considerable harm
for us to be unprepared to complete our work when the time comes.
