the way I see this draft is like this:
A bunch of greedy peckerheads are looking a juicy piece of land, and filing
for planning permission to build peckerhead condos.
One small fact, though. They didn't do a title search. But hey argue about
where to put the tennis courts and should we have a swimming pool.
Peckerheads are greedy, they don't care that thay don't have clear title to
the land ( read ".")
I say pull back a while and figure out a better way to see who owns these
peice of land first.
