  In princpal I could agree with this plan givin two provisos.  
1.) reduction of the $20k fee, to say, $2k to $5k.

2.) The limit to be increased to greater than 50 and less than 100,
    for the first year.

You might want to point out that the IAHC should focus on
developing a mechanism in which they approve which TLD
Name Server entries get put in *their* Root Name Servers.
(or the one's they think they control)

They may want to set their fees, in line, with the industry
for such services. If they over price their services, then
they will price themselves out of the market.

Also, the IAHC should probably clarify who these fees
are being paid to and what rights are obtained by companies
who pay such fees. If the IAHC is selling the equivalent
of "Internet Franchises", then they better study the various
laws in that area.

If on the other hand the IAHC is operating a network of
Root Name Servers, then they should be able to identify
some of the features of these servers and the right they
have to dictate what goes in those servers.

Attached is a list of the 9 popular Root Name Servers
with the names, addresses, etc. of the people that own
and operate those servers. The U.S. Government owns
4 of the 9 servers, and George Strawn of the National
Science Foundation is supposedly on the IAHC but he
does not seem to participate in the process.

P.S. The operators of the Root Server in Sweden have
changed their entries for the .SE TLD to no longer reference
the I.ROOT-SERVERS.NET. It is not clear if this server is
still part of the 9 "popular" Root Name Servers. Whether the
IAHC has control of all of the Root Name Servers in Sweden
remains to be seen. First, the Root Name Servers in the
U.S. need to be considered because obviously the majority
of the Internet relies on those servers.
