There is a business opportunity. I doubt we are going to have trouble
finding companies willing to do the work. Unless you are going to
argue that there will be no qualified applicants, I don't see what the
problem is. The worst that can happen, of course, is that things are
set up and no one qualified applies and the policies have to be
re-evaluated. I have serious doubts about that happening, though.

It is in the interest of the users that there be registrars. It does
not matter to the users whether they are earning a 3% ROI or a 30%
ROI.
