I've read the draft several times. I'm familiar with the "all
important indicator" you mentioned. That's not the point.
The draft could just as well said "$XXXXX". It *will be* an arbitrary
fixed figure, even if you have currently notated it as a variable.
And it's really the "fixed" part that is the problem. A fixed fee
gives you two problems -- 1) what do you do if it isn't enough, and
2) what do you do with the excess if it's too much.
