I am sure that all public comments were placed on file, just as the
archives of this list are publically available, but I doubt that FCC
commsionors (or whoever it was) entered any private discussions on the
matter into the public record.  

There is also the fact that the analogy is not great since in your case the
decision was basically a yes or no answer while the IAHC is melding lots of
suggestions and opinions on a complex issue into a complex answer.
