You don't. Even the current .COM, .NET, .ORG classification was impossible
to police so they gave up trying.

.INET and .IWAY are too generic, although it wouldn't hurt to have at
least one of them (.INET) as a gTLD. If gTLD's are too narrow then there
will be no choices no matter how many gTLD's there are. If the names are
too broad, then you might as well flip a coin.
As you know, I would rather see a system where broad categories are used
for names and then they are subdivided into many smaller SLD categories.
Also, the creation of an SLD category for 3LD's to register in is
something which can happen indpendent of IAHC. Hpwever, if this is not
done, the way to avoid being too narrow or too broad is to choose at least
one or two very broad gTLD's (.INET and .GLOB) as well as some that may
end up being too narrow (.MEDIC)
