Of course, the people on the NANC have probably done this type of thing
before and the process isn't being developed.  When you consider that
they are merely writing an RFP, and then awarding a contract, this isn't
a very agressive schedule.  The RFP is likely well on its way to being
written.  This isn't anything new in the government, actually they took
quite a long time to put together a basic RFP.
