They have on several occasions. There is no need for a 60 day
waiting perion from a truely legal standpoint. Enough said.

Well at last count 111 countries have access to the internet. What
fraction is that? The reason governments still do this is out of
habbit, mainly and some ignorance on their part as to alternate means.
