Well, it's less than half. When I went high-school, I believe there
were 206 or 216 or something like that. I believe that Surinam had just
become a country to make 206(216). There are likely many more now.
And, regardless of your incorrect belief about WHY governments do
things, they still do them that way, and if we would like to have this
process recognized, we will likely have to do business in accepted
methods to some extent.
