That's not entirely true. Only authorized resellers are allowed to sell
certain branded goods to the public. Many more do illegally in the
"grey" markets (this runs from the corner convienience store to selling
US-licensed software overseas).

If you don't address this, the problem that emerges is that the grey
market will cover both the ISP domain name reseller market and the
domain name speculator/horder market. One market is legitimate and the
other isn't.
