What leads you to believe that:

1)	CORE hasn't already been decided on, but hasn't been announced?
2)	CORE won't protect the existing monopolies?
3)	The DBM operators won't be free to price as they see fit, and
	since they WILL have a monopoly......

I see nothing in the draft that says that the REAL problem will actually get
fixed.  All the draft does is *appear* to address the problem at the
registry level.  

You are focusing on the wrong points.  The issue with regards to monopolists
isn't the registry business - - the draft tries to deal with that, although
it has enough other problems in that area (outrageous taxes, er, fees,
waiting periods, etc).  

I believe that the real snake in the grass is the whole "CORE" thing.
Without clear definition of that UP FRONT there is no solution.  Ratifying
any "draft" without ALL of the details regarding the DBM operators being
laid out in black in white is just as bad -- and quite possibly far 
worse -- as the NSI situation that exists now.

What happens when the DBM operators demand $50/registration/year?  What
prevents that from happening?  What prevents the profit margin at THAT 
level from being in the range commonly called "rediculous"?

After all, with only one DBM operator (there can be only one AUTHORITATIVE
DBM per TLD after all) how do you prevent this?

Then you mandate that only 7 get created..... heh, we're right back 
where we started.

Surprise!  NOT.
