I've noticed the confusion, too. The text in the draft was
developed from a conversation I had with Mike O'Dell and seemed, I thought,
to make quite a bit of sense.
But making sense and being comfortable among those using the terms
are two entirely different matters. In formal terms, the word 'registrar'
is quite correct when referring to the 'front end' folks who deal with
customers, but if someone wants to offer alternate terms and definitions
and if everyone else prefers that new text, we can modify things
accordingly.
