	That's because the selection criteria for operation of the
repository, as well as fees charged by CORE to its members will be
determined by CORE.

	A really good consipiracy theory needs to work from a more solid
base of facts than are currently present.  A simpler explanation for the
lack of detail (or, at least, this particular set of detail) is that the
IAHC tried to limit the amount of detail it specified to that which seems
essential, and to defer what decisions it could to the line operations
groups that have to live with the decisions and just might be closer to the
data.

	On the other hand, I continue to believe that front-loading the
CORE decisions with constructive discussion, here, would be extremely
helpful.  If there are folks who have less interest in threats and
consipiracy and more interest in making things work, then it would be quite
helpful to have discussion about the work that CORE has to do, especially
with respect to details of the repository (IMO).
