Please refer to my message to Perry. The critical and pivotal point to
the need for and the subsequent existance of the IAHC was when NSI
started charging. There are many issues surrounding this, but that
particular event is the key in more ways than one. Unlock that, and you
have a chance of proceeding forward in a sensible direction.
