The repository functions clearly are specified to be a single
operation. To allow competition within the repository function requires a
technology for assuring adequately syncrhonized data bases among mutually
suspicious participants. This is not available with off-the-shelf
technology. Shared access by mutually suspicious participants to a
singled, shared data base IS reasonable to obtain today.
While it is intriguing to compare the existing single-source
registrar/repository operation with a single-repository/multiple-registrar
operation (with registrars and community participation jointly overseeing
the repository)... the differences are significant.
The former is a simple, straightforward monopoly of a given name
space.
The latter is simple competition over the name space, with shared
management of the data base. The former operation runs according to a
single management agenda. The latter operates the front end according to a
set of independent management agendas and presumes a balancing of those
agendas to obtain reliable and efficient operation of the back-end.
The IAHC proposal presumes that the back-end operation is not that
difficult, involving pure operations rather than policy.
Clearly, the economic assumption for the front-end work is that a
sufficient basis exists for operating registrars. Whether this can be done
as a stand-alone business or needs to be an adjunct to another activity is
not part of the assumption.
