The document you forwarded references the "relaxation" of the current
restrictions to allow the export of 56 bit ENCRYPTION technologies. I
believe (and am sure I'll be corrected if mistaken) that there are no
restrictions on authentication technologies where those technologies
cannot be modified to enable encryption stronger than that which is
permitted.
In any event, the question of whether or not such technologies are
exportable is irrelevant.
