  Well, this is an assumption you have that is incorrect.  Seems
that there is alot of assumptions that are flying around on this 
list, without basis in fact.  I quoted the ITAR munitions 
law and presidential order reguarding on ALL encryption ITEMS,
of which "Digital signatures" are a part.  This INCLUDES
authentication mechanisms.

  Again, I will say, that if section 7 of the draft, why is this not
a "Appropriate" topic for iahc-discuss?  Or are we now limiting
this discussion to only areas that are of some folks particular 
intrest from the Draft? In addition if SECURITY is not on the table
for discussion as a thread, which I did not open, btw, where may I
ask is the openess on discussion on parts of the draft?
