You are correct. But those restrictions have not been relaxed as
of yet. Which you last sentance would tend to indicate. If you had
read it carefully you would see that this restriction is in effect
until Dec. 1998.
Further documentation to authenticate this assertion I can easly
provide if intrested. You have no valid point, if you will pardon
me saying so, in this reguard.
I am willing to provide my evidence in this reguard. Are you?

I dissagree. Explain in what way they are irrelevent. It seems
to me that they are very relevent to section 7 of the draft, as I have
now stated 3 times. Unless, of course there is some restriction
on what is OPEN for discussion reguarding the Dec 19 draft.
