I'm also in favor of such an approach ("for cause" gTLDs being what we
inappropriately called "generic iTLDs" in our position paper).
But I still agree with IAHC's cautious approach to proactively create a
small set of gTLDs at first (which could be "for cause" gTLDs), then,
after some time, open up the process.
And (forgive me for being *so* French, but I do believe this will profit
the *global* Internet community) we should take care that gTLDs created
by IAHC are not only meaningful in English. As for gTLDs created by
registrars, this will be their problem and not ours.
