Is IAHC opposed to re-examining the merits of jon postel's original draft
which espoused a royalty based exclusive licensing?

I would not be against such  -  and think it's a good way to fund IANA.
IANA's primary source of funding comes from the US Govt.  IANA is
an international organization and should be funded by international
sources.
