It isn't necessary to share gTLDs to foster competition as you imply. We
did, however, say that all gTLDs should be shared. Again, however, we
did say that we would open additional registrars around the globe - to
foster competition.
Assume that all these registrars share all the gTLDs. The competition
would come from their service, pricing, performance, etc. - not from
sharing gTLDs. In fact, if gTLDs are not shared, what you end up with,
is multiple monoplies!
