HI Rick,
Good question! This is something I have been thinking about lately.
I think that the front end registrars should develop their own
template parsers, admin software, etc. I think we should use the
existing templates - unless we think we need to extend them (the
one InterNIC currently uses seems sufficient).
I would assume that at each registrar front end would have its
own DNS database which would be zone transferred up to the back end
repository. 

Only the repository should have the authority to do zone transfers
from all the registrars. 

When a user tries to lookup a name the user should go to the nearest
registrar and if the name is not found, the registrar would get the info 
from the main repositry. The registrar would hand off the information to
the user and maintain a cache of this information.

Of course this is all speculation on how I think it might work.
