If you were to judge the practicality of Perry's estimate against  Karl's 
estimate of what would constitiute a proper infrastructure of such an 
operation would you not go with the opinion of the person whos' operation 
is more substantial and quite possibly would have far more experience in 
trouble shooting potential difficulties...

Sorry Perry, but it is better to error on the side of caution, just ask 
the Challenger crew or someone who works for the FAA investigation team. 
That is still a huge downfalling of the IANA. Preventative and pro-active 
management is always better than damage control and disaster 
management.... cheaper too...
