I think this is flawed. I'd much prefer to see the use of
<domain>.<tm-category>.<iso3166-code>
because it would allow much better local flexibility. Each country
could put their own TM codes under their ISO3166 TLD and satisfy their
localized category scheme. Forcing all of this under the .TM domain
means 4LDs. That's just not as efficiently as 3LDs.
Then again, they could all be 2LDs if you went with the INTA schedule as TLDs.
