Well, I believe that for the IANA representatives on the IAHC, IANA sent a
query out to those that IANA thought would be a good representatives and then
picked the actual appointees from among those who reponded that they were
willing to serve. I received such a query, volunteered to serve, but was not
selected.
I don't think you are ever going to get much more than that and for good
reason. With all the flamers out there, if IANA were foolish enough to
make any sort of definitive statement that IANA picked people using
criterion X, there would immediately be a fire storm of mail saying
1. X is a illegal unconsitituional mean nastry rotten cruel and evil
criterion to use and I'm going to get Janet Reno and Batwoman to harrass
you until you remove those appointees and appoint new ones based on
crition Y. (every such piece of mail would list different people/laws
they were going to invoke and a difference criterion Y)
2. X is a wonderful brave and nobel criterion but the appointees
obviously don't meet criterion X. Only appointees Z meet your excellent
crierion. I'm going to get Mighty Mouse and the World Court to harass you
until you remove your appointees and appoint Z in their place. (every such
pience of mail would list different people/laws they were going to invoke and
a different set of new appointees Z)
3. You did a superb job picking a criterion and people to meet it.
About 90% of the mail would be type 1, about 9% type 2, and about 1%
type 3.
