  I have no opinion myself on this issue.  

  I would like to add that the "APPRENT" unwillingness of considering
other
funding methods, as I and a few others have suggested, tends to show
an untractability on the part of the IAHC and any of it other related
orgs.  Hence for that reason I can see where such misstrust could
be developed.  As to it's justification I have no feeling for spicificly
currently.  The $20k fee, specified in the Dec 19 draft, is far to high
unless that is the sole source of funding for CORE and IAHC for DNS 
structure funding.  There is no REAL justification, therefor for that
amount as a fee.  Other funding methods should be put in place or
at least considered.  I have suggested and offered to help in that 
endevor if the supposed $7m that has been eluded to, is truely NEVER
going to be made avalible to the to the IAHC and CORE.  Enough said!
