I *strongly* disagree with this opinion.
Adopting this approach has the potential to skew the 'allocation'.
I don't advocate handing over new gTLDs to existing NICs, but I can
see no reasonable reason for denying them in a fair competition.
Besides, if you read his text, he said nothing about that they should
become registries but rather that they could.
