I believe that the initial registries will likely be going to
organizations that WON'T be seeing much in the way of startup costs. I
am talking about LARGE ISP's and the like who already have lots of
equipment and nameservers and even customer service lines.
I can't imagine someone with none of these things winning a license for
an initial registry. Just having financing and desire shouldn't count
for much in round one. I would tend to favor experience and
infrastructure first.
